I’ve definitely come across this behaviour.

Sometimes it’s really easy to understand the sorts of metrics consumers will require for reporting.

However if the data or the subject matter is fairly new, sometimes it’s best to expose the raw data, let them do some up front investigation and analysis and come back to you with requirements.
