It totally depends on your use case. If you want a place to dump and store a copy of your raw data forever, then yes you can definitely use your staging area as a data lake.

If you have less structured data then Redshift might not be the best tool for a data lake as it is built on Postgres and therefore requires data to be parsable by a table like structure.
